In July 2023, a person came forward and alleged they had been sexually assaulted in 2003 by now 41-year-old Joseph Wayne Fowler formerly of Cheboygan. Fowler was incarcerated in the Central Michigan Correctional Facility and due to be released in August 2023.
An investigation led to an arrest warrant being authorized on October 3, 2023. Fowler was on parole at the time the warrant was issued. He was arrested and lodged in the Berrien County Jail on Nov. 2, 2023. He was later transported to the Cheboygan County Jail.
Fowler was arraigned yesterday in the 89 th District Court in Cheboygan County on one count criminal sexual conduct first degree (victim under 13), and one count accosting a child for immoral purposes. He is being held without bond. His next scheduled court appearance is on Nov. 22, at 2:30 p.m.
