Meghan Groen has been selected to head the state’s Medicaid programs covering physical and behavioral health and long-term care and aging programs, the Michigan Department of Health and Human Services (MDHHS) announced today.
Groen, who has 20 years of experience in government, policy and non-profit administration, will become senior deputy director of the MDHHS Behavioral and Physical Health and Aging Services Administration, which includes serving as state Medicaid director.
Most recently she has been senior advisor to MDHHS Director Elizabeth Hertel for the last two years. She begins her new position effective immediately.
“Throughout her career, Meghan has demonstrated remarkable leadership abilities and a keen, incisive understanding of health policy and the challenges in providing health services,” Hertel said. “I’m confident she will help lead our Behavioral and Physical Health and Aging Services Administration forward as it continues its work to improve access to health care and provide better health outcomes for our friends and neighbors.”
The Behavioral and Physical Health and Aging Services Administration – created in March 2022 – combines Michigan's Medicaid office, services for aging adults and community-based services for adults with intellectual and developmental disabilities, serious mental illness, and substance use disorders under one umbrella within MDHHS. It is also the designated State Unit on Aging.
That new structure has improved coordination of care and collaboration with stakeholders and direct support to children, families and providers who are transitioning between care settings or who need more intensive clinical review.
Groen previously served as deputy policy director and health policy advisor for Gov. Gretchen Whitmer. Prior to that, she started her own consulting firm and was director of government relations for Planned Parenthood Advocates/Affiliates of Michigan as well as served as a policy analyst for the Michigan House of Representatives Majority Policy Office.
She received bachelor’s degrees in philosophy and English from the University of Michigan and a master’s degree in public policy and administration from Northwestern University in Illinois.
