ALPENA COUNTY — In August of 2024, troopers from the Michigan State Police (MSP) Alpena Post investigated a tip that was submitted to the National Center for Missing and Exploited Children. The tip identified a 40-year-old-man from Alpena that was allegedly possessing child sexual abusive material (CSAM).

On Oct. 17, troopers obtained a residential search warrant and arrest warrant for the Kowalsky. Troopers utilized resources from the MSP to arrest him at his residence without incident.

Kowalsky was lodged at the Alpena County Jail on a nine-count felony warrant. Kowalsky was arraigned on October 18 in the 88th District Court of Alpena on six counts of Child Sexually Abusive Material (Possession), one count of Child Sexually Abusive Material (Aggravated Possession), and two counts of Use of Computer to Commit a Crime.

He was given a $100,000 cash surety bond. Kowalsky’s next court appearance is set for Oct. 23 at 1:45 p.m.

Troopers were assisted by the Traverse City Computer Crimes Unit, the Seventh District MSP Emergency Support Team, the MSP K9 Unit, and detectives from the Huron Undercover Narcotics Team (HUNT).
